Why is this important: This is your opportunity to express your concerns with updates to the Comp Plan, that is the backbone of land use regulations (recall the significant land use change that adopted the Rural Lifestyle Land Use designation).

See Florida Statutes (below) for what a Comprehensive Plan addresses-

163.3177 Required and optional elements of comprehensive plan; studies and surveys.(1)The comprehensive plan shall provide the principles, guidelines, standards, and strategies for the orderly and balanced future economic, social, physical, environmental, and fiscal development of the area that reflects community commitments to implement the plan and its elements. South Florida Water Management Comments regarding Rural Lifestyle Applicant Calusa1/23/2024

SFWMD has commented after receipt of the Rural Lifestyle Land Use application for Calusa Creek Ranch was forwarded to them by Martin County. Their comments reflect many of our concerns regarding not only this development, but the cumulative impact of the Rural Lifestyle Developments on Martin County's resources. A Summary of the SFWMD letter from Virginia Sherlock is posted below. Also a pdf of SFWMD's actual comments letter has been posted below for your review.
The South Florida Water Management District has issued comments regarding the proposed amendment to the Future Land Use Map for the Calusa Creek Ranch development, which extends the Rural Lifestyle land use designation more than a mile beyond the Urban Services District.

SFWM comments (see below) raise concerns about whether the amendment will adversely impact the Comprehensive Everglades Restoration Plan (CERP) project area and requires the developer to "detail the methodologies, assumptions, data sources and analyses that will be used to assess whether its development program will have adverse impacts to the CERP project."

The District also says it is "unclear whether the development is deriving water for both consumption and irrigation" and that an analysis of stormwater management needs for the proposed land use is needed.

The amendment was approved by the Board of County Commissioners on a 3-2 vote (Smith-Hetherington-Ciampi in favor; Heard-Jenkins opposed) late last year for transmittal to the state for agency review and comment. Comments of state agencies must be addressed before the amendment can be brought back to the Commission for final adoption.
